Klimaschutzgesetz: Bundesregierung steht jetzt beim europäischen Emissionshandel unter Zugzwang

Bundespräsident Frank-Walter Steinmeier hat heute das neue Klimaschutzgesetz unterschrieben. Das Gesetz war Ende April vom Bundestag beschlossen worden und tritt nach seiner Veröffentlichung in Kraft. Nach Ansicht von Dr. Timm Kehler, Vorstand des Branchenverbands Zukunft Gas, setzt das Gesetz die Bundesregierung unter Zugzwang, nun auch bei der Einführung des Europäischen Emissionshandelssystem ETS II die nötigen Leitlinien zu definieren. Der ETS II soll ab 2027 vor allem Emissionen aus dem Verkehrs- und Gebäudebereich bepreisen:

„Die Novellierung des Klimaschutzgesetzes erhöht den Druck auf die Bundesregierung, Klarheit zu schaffen bei der Einführung eines CO2-Preises für Benzin, Diesel und Erdgas. Dies ist grundsätzlich ein sehr wirkungsvolles und effizientes Werkzeug, um die Dekarbonisierung voranzubringen. Bei der Einführung des ETS II hinkt Deutschland allerdings deutlich hinterher.

Laut des gerade veröffentlichten Klimaschutzgesetzes hätte die Bundesregierung bis Ende Juni 2024 einen Bericht mit einem Vorschlag für den Übergang vom nationalen zum europäischen Brennstoffemissionshandel vorlegen müssen. Derzeit – also zwei Wochen nach dieser Frist - ist jedoch nicht im Ansatz erkennbar, ob und wie die Regierung den Emissionshandel für Treibstoffe und Heizenergie einführen möchte.

Bis 2027 muss das System vollständig implementiert werden. Eile ist daher geboten, denn der entstandene Rückstand muss schleunigst aufgeholt werden, um allen Akteuren Planungssicherheit zu gewährleisten.“
